With reference to your letter 21343/1918. of 17th May,

I have the honour to submit herewith a letter received from the

National Electrio Construction Co. Ltd. for your consideration

and shall be glad if you will inform me whether the Government are

now-satisfied as to the financial considerations in connection with

the Hong Kong Sauth Development Scheme and if so whether the

agreement may be signed, either in London or in Hong Kong.

I may say I have no hesitation in placing the matter in

the hands of the above Company and trust that you will communicate

with them, either direct or through me, for any further information

or assurance that you may require.

I presume that in taking this action the Promoters"

obligations in connection with the date by which they must satisfy

the Government as to their financial ability to carry out the scheme

will be considered as having been met and that their interests in

the concession will be fully safeguarded. I shall be obliged if

this can be confirmed. The suggestions made in the attached letter.
